The RRRDC Board of Authority is responsible for the overall policy and direction of the Center and delegates responsibility for the day to day operations to the Center Director.   The Board consists of the Moorhead Police & Fire Chiefs and the Clay County Sheriff; the Fargo Police & Fire Chiefs and the Cass County Sheriff.  The Director of F-M Ambulance sits on the Board as a non-voting member.  The Chair and Vice Chair positions are annually rotated between the ND and MN members. The 2007 Chair and Vice Chair are FFD Bruce Hoover and MPD Chief David Ebinger
